  13.      The nniiccee() function obtains the scheduling priority of the process from
  14.      the system and sets it to the priority value specified in _i_n_c_r. The pri-
  15.      ority is a value in the range -20 to 20.  The default priority is 0; low-
  16.      er priorities cause more favorable scheduling.  Only the super-user may
  17.      lower priorities.
